This is a tricky one, but I would err on the side of not having this. To build a consistent community you'll likely have many times there are low numbers in the beginning (if it's a new slot). I'd give it 6 months before you cut it, and have your instructor really take the initiative with the community building and marketing the slot specifically. If it's been a time slot for years and is still underperforming, that's another story!
